Paul Khullar

Paul Khullar (Analyst, Data Science Lab, RAND Europe): Paul is the QTOPS Lead Analyst. His main research interests are in quantum technology, AI governance, and wider emerging technology policy. He has a background in quantitative research, including bibliometric analysis and data visualisation, as well as literature reviews, delivering multistakeholder workshops, interviews, and policy development. Prior to working at RAND Europe, Paul worked in the Alan Turing Institute’s Public Policy Programme supporting the delivery of the UK’s National AI Strategy. He contributed to the development of the AI Standards Hub, an initiative dedicated to building multistakeholder consensus for the standardisation of AI systems. He holds an M.Sc. in Artificial Intelligence from the University of St Andrews and a B.Sc. in Computer Science from Newcastle University.
