Meet our experts

At RAND Europe, we are uniquely equipped to drive meaningful advancements in quantum technology policy research and analysis. Drawing on the expertise of leaders and specialists from a wide range of disciplines, QTOPS adopts a holistic approach to deliver solutions tailored to the specific needs of each study. Our interdisciplinary team includes technology and innovation policy researchers, data scientists, quantum physicists, social scientists and industry specialists. Together, we bring a wealth of expertise to deliver high-quality insights and foster meaningful thought leadership and collaboration. We also have access to a global network of over 1,500 researchers across RAND Corporation’s offices in the United States and Australia, offering thematic and methodological support. 

Our core team includes: 

Salil is the QTOPS Director with over two decades of experience in public policy research and engineering. He specialises in exploring the societal impacts of emerging technologies and examining research systems policy, with extensive expertise in quantum technology, AI, and science governance.

Stella is the QTOPS Technical Lead and research data scientist who specialises in workforce skills modeling and emerging technology assessment. She holds a Ph.D. in Physics and has conducted notable research on future technology applications for defence and future battlefield advantages.

Teodora is the QTOPS Policy Lead, working on quantum technology policy, workforce development, and models of international cooperation. She has expertise in innovation policy, challenge-driven and open-innovation funding, and in researching the societal implications of emerging technologies.

Paul is the QTOPS Lead Analyst with research interests in quantum technology, AI governance, and emerging technology policy. He previously worked at the Alan Turing Institute supporting the UK’s National AI Strategy and holds advanced degrees in AI and Computer Science.

Adam is the QTOPS Analyst interested in emerging technologies, energy transition, and science policy. He holds a Ph.D. in chemical and biological engineering and focuses on environmental sustainability, public health, and biosecurity.

Edward is the QTOPS Scientific Advisor with research interests in quantum technologies and AI. He holds a Ph.D. in theoretical physics and has published and peer-reviewed in leading physics journals. Before joining RAND, he modelled quantum materials at UC Santa Barbara.
