Teodora Chis

Teodora Chis (Senior Analyst, Science and Emerging Technology Research Group, RAND Europe): Teodora is the QTOPS Policy Lead. Teodora’s main areas of focus include quantum technology policy issues such as workforce development, models of international cooperation and competition, and global supply chains, and mission-oriented approaches to align technological development with societal goals. Teodora also plays a key role in the Metascience Novelty Indicators Challenge, a programme that aims to identify the best computational approaches to detecting novelty in science. Prior to joining RAND, Teodora worked as a researcher and practitioner focusing on challenge prizes and open innovation funding models. Her work informed the design of several high-impact programmes, including the Toyota Mobility Foundation’s Sustainable Cities Challenge and Global Affairs Canada’s Afri-Plastics Challenge fund. Teodora also worked as a consultant helping European cities develop urban innovation programmes and was part of a strategic foresight team at the NATO HQ in Brussels.
